Mr. Hartgrove serves as the Director of the Virginia Institute of Government (VIG) at the University of Virginia's Weldon Cooper Center for Public Service. VIG builds governance capacity and provides professional and technical services to Virginia cities, counties, and towns. VIG is a warehouse of local government "best practices" and provides development and training programs for both elected officials and professional staff. The Institute serves as the home for the Senior Executive Institute, LEAD, and constitutional officer professional development programs. VIG provides facilitation, strategic planning, organizational development, and other consulting services to local government elected officials, senior executives, and organizations. He previously served as a senior executive for both state and local government organizations for over twenty years. He has participated in the Senior Executive Institute at the University of Virginia, the ICMA Gettysburg Leadership Institute, the Virginia Executive Institute at Virginia Commonwealth University, and is a graduate of the University of Oklahoma's Economic Development Institute. He previously served on the Executive Committee of the Virginia Local Government Management Association.
