Brannon grew up in Forest City, NC, a rural town in the foothills of the Blue Ridge Mountains. He received a BA in Government from the UVa in 1987. There he met his future wife, Leslie Pittard of Newport News, VA, who received BS in Nursing. After working for a year as a management intern in Rock Hill, SC, Brannon went back to school full time and received an MPA from UNC. He began his career in public administration as the Assistant to the City Manager in Goldsboro, NC in 1989. He has subsequently held the position of Town or City Manager in the municipalities of: Brandon, VT, Emporia, VA, Culpeper, VA, and Winchester, VA, Warrenton, VA and Hartford, VT. He served as Deputy City Manager in Portsmouth, Va. He is currently a member of the Rotary Club of Kitty Hawk, Gideons International, and has been a Rotarian, Lion, and Kiwanian in other localities. Brannon retired from local government and relocated with Leslie to the NC Outer Banks in 2020. He enjoys working at an assisted living facility in Kill Devil Hills. Brannon and Leslie have adult two sons: Collier and Harrison . Collier has a B.A. in Music from Old Dominion University, is an accomplished woodwind & brass musician, and welder at Newport News Shipbuilding. Harrison graduated with distinction from UVa with a B.S. in Chemical Engineering and entered Our Lady of Guadalupe Seminary in Denton, NE in 2021.
