L. Kimball Payne III, (“Kim”) became Lynchburg City Manager in February 2001 and retired on June 30, 2016 Previously, he served as the County Administrator of Spotsylvania County, Virginia, from February 1987 to February 2001. Prior to that he served as Assistant County Administrator in Spotsylvania from February 1984 to February 1987. Mr. Payne holds a Bachelor of Arts degree from Duke University and Master of Planning and Master of Arts in Public Administration degrees from the University of Virginia. He completed the Senior Executive Institute at the Weldon Cooper Center for Public Service at the University of Virginia and is an Adjunct Professor in the Public Administration program at Virginia Tech. He is a Credentialed Manager. Mr. Payne is a retired Commander in the Naval Reserve. He completed nearly eight years of active duty as a Naval Flight Officer with his last assignment as a Naval ROTC Instructor at the University of Virginia. He is a member of the International City-County Management Association (ICMA) and a Past President and Life Member of the Virginia Local Government Management Association (VLGMA). He is an ICMA Senior Advisor and is active in Coach Connect. Mr. Payne is a Rotarian and serves on the board of a number of regional entities including the United Way of Central Virginia, Lynchburg Grows, the Lynchburg City Schools Education Foundation,the Central Virginia Community College Educational Foundation, and the James River Association. He is active in his church, serving as a Eucharistic Minister and on the Building and Finance committees. Kim and his wife Leslie have five children and nine grandchildren.
