Since 2006 Mrs. Mester currently serves the City of Falls Church as the Deputy City Manager and since February 2017 as the Human Services Director. In the past has also served as acting Planning and Public Works Directors. In these roles she is responsible for community engagement special projects, capital planning, Federal and State legislation, ADA compliance, IT operations, planning, zoning, building safety and land use/permit processing. Mrs. Mester joined the City of Falls Church in April 2005 as the Community Services General Manager; this department is comprised of the Mary Riley Styles Public Library, Recreation and Parks, Housing and Human Services and Court Services. Mrs. Mester has a committed history of public service and prior to joining the City, worked for Loudoun County (1982-2005) in various human service capacities including the Mental Health/Mental Retardation and Substance Abuse Program Coordinator and subsequently as the Housing Services Director. Mrs. Mester holds a BS degree in Therapeutic Recreation from Longwood College and a M.Ed. in Guidance and Counseling from George Mason University, both of Virginia. Additionally she is a graduate of the University of Virginia Weldon Copper School/ Senior Executive Institute and will complete a Virginia Tech MPA certificate in Local Government Management in February 2013 and now serves as an adjunct professor in this program. In September 2010 Mrs. Mester earned the ICMA Certified Manager credential.
