Scott Mitnick’s local government career has spanned over 30 years, involving one county and five cities in different regions of California. He currently serves as Town Manager for the San Francisco Bay Area Town of Moraga. He previously served as City Manager of the coastal City of El Segundo in Los Angeles County, County Administrator for Sutter County in Northern California, and City Manager for City of Thousand Oaks in Ventura County. He also has private sector experience serving as a Senior Vice President for Kosmont Companies (land use and financial advisory consulting) and as a Managing Director with Stifel Public Finance (as an investment banker). His professional affiliations include ICMA, Cal-ICMA, California City Management Foundation (CCMF), American Society for Public Administration (ASPA), and Government Finance Officers Association (GFOA). He served as Cal-ICMA President, on the ICMA International Committee, and on a "Financing ICMA Task Force." He has been a public administration, ethics, and public finance guest lecturer at Syracuse University, UCLA, USC, California Lutheran University, University of Wisconsin, Bristol University (England), and in China.
