JACK R. BROWN Jack Brown is the County Administrator for Escambia County. He entered the United States Army as a private in November 1971 and retired in 1996 as a Lieutenant Colonel. His last assignment in the Army was as Chief of NATO War Plans for V Corps. He is credited by Lieutenant General John Abrams as having written the covering force plan for US forces entering into Bosnia for Operation Joint Endeavor and helping to form the foundation of the Dayton Peace Accord. General B. B. Bell cited him as being one of the Army’s leading experts in peace-keeping operations at the time of his retirement in 1996. After retiring from the Army, he served Taylor County, Florida as the Director of Human Resources and County Manager. In January 2001, he was hired as the General Manager of RDS Manufacturing Company. A position that he held for 18 months prior to being recruited as a faculty member at Florida State University, as the Director of Administration and Development at the Florida Center for Reading Research. While at FSU, he was elected as a County Commissioner in Taylor County. In the summer of 2006, he announced that he would not seek a second term. In January 2007, he resigned from FSU and returned to serve Taylor County as the County Administrator until June 2014, at which time, he moved to Escambia County to assume the same position. He has served in a variety of leadership positions, including the Chairman of the Strategic Planning Committee of the Learning Systems Institute at FSU, Aucilla Regional Landfill Board of Directors, Taylor County Economic Development Council, Taylor County Tourist Development Council, Taylor County Chamber of Commerce, Charter President of Taylor County Toastmasters, Chairman of the Taylor County Board of County Commissioners, member of Governor Scott’s Transportation Task Force for Governance, member of the Board of Directors for the Greater Pensacola Community Economic Development Association (CEDA), as President of the Florida Association of Rural County Administrators, and President of the Florida Association of County Managers. He continues to serve on the Board of Directors of the Florida Association of Counties Foundation, and as a member of the Board of Directors of the Florida Association of County Managers. Jack Brown graduated from the University of Florida with a degree in Business Education as a Distinguished Military Graduate and was commissioned in the United States Army in 1978. He also is a graduate of the United States Army Combined Arms and Service Staff School, the United States Army Command and General Staff and has earned three Masters Degrees, including a Master's of Science in Business Administration from the Florida Institute of Technology, a Master’s in National Security and Strategy from the United States Naval Staff College, and a Master's of Military Arts in Theater Operations (Operational and Strategic Planning) from the Army’s School of Advanced Military Stu
