Kurt Thurmaier is Distinguished Engagement Professor in the Department of Public Administration and an elected fellow of the National Academy of Public Administration. His career includes four years in the Wisconsin State Budget Office as a budget and management analyst; and consultant work on various US city-county consolidation efforts. His research focuses on local government budgeting; interlocal and intersectoral collaboration at the community level; public participation in local government budgeting, and fiscal decentralization issues in developing countries.
