CLAY B. STAMP, County Manager, holds the position of Talbot County Manager, having been appointed to the position on January 1, 2021, after serving as the Director of Talbot County Emergency Services Director and Assistant County Manager for more than 10 years where he led key advances in emergency services and assisted the County Manager supporting departments operationally as well as through strategic planning efforts. Mr. Stamp continues to serve as the Chairman of the Maryland Emergency Medical Services Board that oversees the Statewide EMS system and is a member of the Governor's Emergency Management Advisory Council. He also is a long-serving member of the Federal Emergency Management Agency (FEMA) Hurricane Liaison Team. In 2017, Mr. Stamp led efforts for Governor Larry Hogan to build a system to coordinate statewide efforts to combat the heroin and opioid crisis in Maryland. He previously served under Governor Robert Ehrlich as deputy director of the Maryland EMS system and a member of his senior homeland security group. Between his work at the local, state, and federal levels of government, Mr. Stamp has extensive experience working in disasters including the World Trade Center attacks, Hurricane Katrina, and the civil unrest in Baltimore. He began his career in Ocean City as a paramedic firefighter, becoming the city's first emergency management director and eventually the director of Emergency Services where he shepherded the development of many cutting edge services.
