Ms. Valmarie H. Turner was appointed as the City Manager for the City of Roanoke, Virginia, in January 2025. She is a seasoned local government professional with over 30 years of experience, bringing extensive expertise in affordable housing, community development, economic growth, social and human services, public infrastructure projects, financial management, and relationship building. An International City/County Management Association (ICMA) Credentialed Manager, she previously served as Regional Vice President for the Southeast Region on the ICMA Executive Board. Throughout her career, she has contributed her leadership to several local governments across Virginia, Georgia, and Florida.
Ms. Turner joined Roanoke from the City of Fairfax, Virginia, and Loudoun County Government, where she served as Deputy City Manager and Deputy County Administrator, respectively.
She holds a Bachelor of Science in Business Economics from Florida A&M University and a Master of Public Administration from Walden University. Additionally, she is a graduate of the Senior Executive Institute at the University of Virginia and a member of the Center for Juvenile Justice Reform (CJJR) Fellows Network at Georgetown University’s McCourt School of Public Policy.
Beyond her public service, Valmarie is a Licensed Real Estate Salesperson in Florida and Georgia, a Certified Housing Counselor, a Certified HOME Program Specialist in Regulations and Administration, and a Certified Housing Development Finance Professional. She has also served as an online faculty member at the University of Phoenix.
Residing in the area, Ms. Turner is deeply engaged in the community and remains committed to fostering meaningful change in Roanoke.
