Dr. Rhonda L. Russell, completed her studies in Organizational Leadership with a concentration in Human Services Administration at the NOVA Southeastern University, Fischler College of Education. Dr. Russell is a gubernatorial appointee to the Board of Directors of the Virginia Birth-Related Neurological Injury Compensation Program, an independent organization created by the Virginia General Assembly. The Virginia Birth-Related Neurological Injury Compensation Program is governed by a nine member volunteer board appointed by the Governor. The program’s founding purposes include – holding down malpractice insurance costs, assuring access to obstetrical services and high quality care for children and admitted claimants over their life-time. The Virginia Birth-Related Neurological Injury Compensation Program, was the first of its kind nationally and has reserve funds of more than $200 million. Dr. Russell currently serves as the Surry County, Virginia Director of Planning & Community Development and Business Faculty member at Stratford University, Newport News, Virginia. Dr. Russell has extensive public service experience primarily in local government and grantsmanship, as well as instructional experience as both a full time Professor and Adjunct Faculty Member at Hampton University, Stratford University, and the University of Phoenix. To date, Dr. Russell has authored and implemented just under $6 million in grant projects. Her passions include disability services, life-long learning, excellence in service and her adult sons, currently students at two of Virginia’s finest universities. Dr. Russell is a member of the Virginia Tech, Old Dominion University and NOVA Southeastern University Alumni Chapters, the American Institute of Certified Planners, the American Society of Public Administrators, Conference of Minority Public Administrators, International City Managers Association, Alpha Kappa Alpha, Sorority, Inc., Lambda Omega Chapter, and Cathedral of Faith, Chesapeake, Virginia. Dr. Russell recently launched a lifelong entrepreneurial dream, RRM Consultants, Hampton, VA and has committed to dedicate more time to developing her entrepreneurial start up. RRM Consultants, Hampton, Virginia provides services in the areas of planning, grant writing and implementation, realty consulting, housing rehabilitation, organizational training and development and instruction.
