Mr. Titkanich was appointed as the Indian River County, Florida County Administrator in April 2023. Previously, John served as the Innovation and Performance Division Director for St. Lucie County, Florida working out of the County Administrator's Office for 3 years. John previously served the City of Cocoa, Florida for more than 18 years, most notably as its City Manager from February 2013 to March 2020. Mr. Titkanich is a member of the Florida City-County Management Association and the Florida Association of County Managers. He formerly served on the Florida League of Cities (FLC) Finance, Taxation & Personnel Legislative Policy Committee, and its Land Use & Economic Development Legislative Policy Committee. In 2017, 2018 and 2019 John was recognized by the FLC with a Home Rule Hero Award. He served as a United Way of Brevard Board Member from 2016 to 2020 serving on Community Impact Funding Panels and the Strategic Fund Distribution Committee. He also served as the Vice Chair of the Endeavour Elementary Community Partnership School (Cocoa, FL) Cabinet. He was one of the founding community organizers, and in October 2019 Endeavour Elementary became a UCF-Certified Community Partnership School. He has been a member of the American Planning Association since 1999 and was a Certified Planner through the American Institute of Certified Planners up until January 2024. He was a member of the Florida Brownfields Association from 2003 to 2015, of which he served as a member of the Board of Directors for five years and is a former President of the association. John was recognized by the Florida League of Cities as a Finalist for the 2004 City Employee of the Year, and in 2014 was recognized with a Public Service Excellence Award by the American Society for Public Administration, Central Florida Chapter. In May 2016, John was recognized by the University of Central Florida School of Public Administration as the recipient of the 2016 Alumni Achievement Award. He was also selected as the 2016 Outstanding Alumni for the University of Central Florida School of Public Administration. In June 2018, John was recognized by the UCF Space Coast Alumni Chapter as the 2018 Notable Knight in recognition for contributions to the Space Coast Community. Mr. Titkanich is a veteran of the United States Army, he was assigned to both the 3rd Ranger Battalion and the 75th Ranger Regiment, is a graduate of Ranger School, and a Life Member of the U.S. Army Ranger Association, Inc. John is married to Debra and they have a son and daughter.
