During its 2007–2008 session, the U.S. Supreme Court dealt with such issues as the regulation of firearms, the right to counsel, search and seizure, the constitutionality of lethal injection, capital punishment, voting rights, elections law, campaign finance, disparate-impact claims, and taxation. This article reviews the major holdings in these and other cases, each of which has implications for state and local governments. For example, in a significant departure from its earlier Second Amendment jurisprudence, the Court held that the amendment protects an individual’s right to possess and carry weapons, and that the District of Columbia’s de facto ban on handguns was therefore unconstitutional. For each case the authors provide concise yet comprehensive information about the background, legal precedents, and reasoning behind the Court’s decision.
