Case Study 5-2 from Economic Development: Strategies for State and Local Practice, 2nd Edition,describes how states are experimenting with new types of public-private partnerships for improving infrastructure. Public-private partnership describes a venture that is funded and operated through a partnership of government and one or more private sector companies. Governments increasingly turned to these types of arrangements as they became strapped for funds and were unwilling to bear the criticisms that accompany raising taxes. Under the type of public-private arrangement described in this case study, a consortium of foreign companies put up money to lease a portion of Indiana’s roads. In return the consortium receives future proceeds from tolls, has the ability to raise tolls by a certain percent per year, and has guarantees that limit government’s ability to expand nearby roads. Part of this plan was implemented (the Indiana East-West Toll Road portion); however, another component of the privatization plan (the Southern Indiana Toll Road) generated an intense reaction and was blocked.
