ICMA’s ongoing alternative service delivery (ASD) survey has been measuring local government use of ASD mechanisms since 1982. The 2012 survey sought to determine how the Great Recession, which caused declining revenues and increased need for public services, affected local government choices of service delivery mechanisms. This article reports on findings from that survey, which show that intermunicipal contracting is now the most common delivery alternative, and it explores some of the reasons for this. It also discusses motivators and obstacles to ASD and notes that monitoring and evaluation of contracted services continue to be low. This e-document is an article included in The Municipal Year Book 2014.
