This article traces the development of ICMA’s international program, starting in the 1950s, when executive director Orin Nolting traveled abroad to promote the council-manager plan, and continuing through the formation of the ICMA Task Force on International Education (1976); the multimillion-dollar Municipal Development and Management Project awarded by USAID to help local governments in developing countries (1989); ICMA’s work in the 1990s with countries facing decentralization and democratization; the establish-ment of CityLinks (1997), ICMA México-Latinoamérica (2004), and the ICMA China Center (2011); and ICMA’s efforts to provide stability in such conflict-torn areas as Iraq and Afghanistan.
